6月23日，英国格拉斯哥大学社会与政治学院城市研究系主任王亚平教授应邀来到北京大学深圳研究生院城市规划与设计学院举办了题为《住房，房价与可持续城市发展》的讲座。我院吴健生教授主持了本次讲座。
讲座主要包括城市住房与房价问题，英国城市管理及影响住房价格的主要因素，英国经验对我们解决住房问题及新型城市化政策的启示三个方面的内容。
王教授从自身经历出发，对比了英国和中国主要城市的房价变化。分析了国内主要城市房价与收入比的变化特点。指出在住房消费方面存在平均住房消费面积大幅度上升但住房实际分配很不均匀、城市新兴中产阶层与流动人口住房状况差异极大等问题，在房价与房地产市场调控方面存在政策复杂多变但效果有限的问题。
随后，王教授介绍了英国近200年来各个历史时期有代表性的住房供应模式和住房形态，并特别强调了当前英国城市的形态特征，以及城乡住房之间的对比，据此分享了一些值得借鉴的有益经验。通过对住房供应模式的区分，详细分析了英国住房来源变化的规律。从银行贷款利率、贷款与工资比例、首付额度和房产交易印花税四个方面介绍了英国调控房价及住宅市场的主要直接手段，并分析了国家经济状况、收入、分配和税收等其它影响房价的因素。通过土地与房价之间关系的分析，指出城市管理与可持续发展的财政来源应该是城市自身，而不是城市周边的土地和农村，城市应依赖于内涵资源，而不是外延扩张资源。指出了当前我们对城市住房需求和城市发展理解的一些误区，提出了建立新型城乡关系，切实尊重保护农民对土地的所有权、使用权，建立完善统一的房地产登记制度和强调住房的使用价值，弱化其商品属性等实现“住有所居”的可能途径。
讲座最后在王教授和同学们的热烈讨论中顺利结束，就新型城镇化、城市化与房地产市场的关系房地产市场的调控与政策制定、住房供给结构与制度以及城中村改造等问题进行了深入交流探讨。
Housing, Housing Prices And Sustainable Urban Development
On June 3, 2014, Professor Wang Yaping from Glasgow University college of Social and Political Science delivered a lecture which was named “ Housing, housing prices and sustainable urban development ”in C301.This lecture was hosted by Prof. Wu Jiansheng.
Professor Wang started from his own experience, compared to the price changes in major cities in the UK and China. He analyzed the changing characteristics of housing prices and income in major cities. Subsequently, Prof. Wang introduced representative model of housing supply and housing forms of British in various historical periods nearly 200 years, and made particular emphasis on the morphological characteristics of the current British cities, as well as the contrast between urban and rural housing.
After the lecture, the students actively communicated with Prof. Wang, he discussed with students on the relationship between new urbanization and the real estate market, structure and systems of housing supply and other issues.
