5月6日晚，北京大学-林肯研究院城市发展与土地政策研究中心主任刘志博士在C栋301为城市规划与设计学院的师生带来了题为“中国城市基础设施投融资”的精彩讲座。刘志博士在哈佛大学获得博士学位，曾就职于世界银行东亚与太平洋地区可持续发展局、哈佛国际发展研究所，主要从事交通与城市发展研究。

    讲座伊始，刘志博士对北京大学-林肯中心在房地产税、土地制度等五大研究方向做了简单介绍，并鼓励同学们积极申请中心设立的学生科研资助项目。接下来通过以国外城市基础设施背景知识为引言，过渡到讲座的关键内容——国外城市政府投融资体系。目前国外城市政府的投融资体系制度充分调动市场，鼓励民营部门参与以弥补政府投资在基础设施建设方面的不足。期间，刘志博士更利用广深公路BOT融资模式（Build建设、Operate经营和Transfer转让）与泰国曼谷机场公路PPP融资模式（Public公众、Private私有和Partnership合作），为大家详细讲解了项目融资为主的城市基础设施投融资渠道。随后，刘志博士对国外地方信用市场的概述，让同学们了解了以美国为例的发达国家如何成功运营投融资金链条。相比之下，中国基础设施建设规模全世界最大，而民营参与比重却只占10%，机制设计中存在很多不合理不科学之处。对此刘志博士指出，我们城市规划与设计学院的学生可以在此研究方向有所作为，乘着城镇化大浪潮，推动发展城市政府债务市场，为中国建立公共基础设施资产管理体系贡献一份力量。

    自由讨论环节，刘志博士就同学们提出的我国廉租房建设能否施行PPP模式、优先发展公路还是铁路事业等问题，予以细致解答。本次讲座刘志博士详尽系统地介绍了国外发达国家成熟的城市基础设施投融资体系，让在座师生认识到中国基础设施现有状况及存在问题，大大激发了同学们致力于科研工作的热情。

Present situation and prospects of urban infrastructure
investment and financing in China
   In the evening of May 6th, Doctor Liu Zhi from Peking University—Lincoln Institute Center for Urban Development and Land Policy, delivered a lecture which was named “Urban Infrastructure Investment and Financing in China” in C301. 
   At the beginning of the lecture, Dr. Liu gave a simple introduction on five big research directions studied in Peking University—Lincoln Institute Center , and encouraged the students to actively apply for the research projects set up by the center. Then through the introduction of background knowledge of foreign urban infrastructure, Dr. Liu talked to the key content of the lecture——foreign city government investment and financing system .Later, Dr. Liu presented a general overview of the local credit markets abroad, letting the students understand how the developed countries,  for example America, successfully run investment gold chain .In China, by contrast, there were existed many unreasonable mechanism design in the infrastructure construction. Thus Dr .Liu pointed out that the students in School of Urban Planning and Design could achieve something in this research direction, with the big wave of urbanization, promoting the development of the city government debt markets .After the lecture, the students actively communicated with Dr.Liu.
